Move some truly win32-specific from the 'portable' to the 'platform-specific' category.
Enable some tests that already work.
Fix a couple signedness mismatch errors that showed up while testing the above.

- Check for auth identity in URL (new http stack only)
- Move auth cache logic out of url request job, and hide it in the url request ftp job and http transaction classes.

Centralize translation functions (text of "Content-Encoding" to enum)
in filter.cc
Centralize error recovery (for damaged content encoding headers) in filter.cc
Error recovery includes a loss of SDCH encoding headers, plus handling
of Apache server bug with gzip files are tagged as also being gzip encoded.
Centralize and add a pile of unit tests to this filter code.

ERR_SSL_RENEGOTIATION_REQUESTED error code for when we
received a renegotiation request from a server.
Support the completion of an SSL handshake after we write
something. (This happens in a session resumption
handshake.)
Use the SSL configuration settings to turn on or turn off
various versions of the SSL protocol and server certificate
revocation checking.
Report all the errors of a certificate and whether revocation
checking was done in in the server_cert_status_ bitmask.
Create a new scoped_cert_chain_context.h header for the
ScopedCertChainContext class that used to be in
x509_certificate_win.cc, and use it to fix a leak of
chain_context on error paths in
SSLClientSocketWin::VerifyServerCert.

The original ssl_client_socket.{h,cc} are renamed
ssl_client_socket_win.{h,cc}.
The new ssl_client_socket.h defines the SSLClientSocket
interface, which simply extends the ClientSocket interface
with a new GetSSLInfo method.
ClientSocketFactory::CreateSSLClientSocket returns
SSLClientSocket* instead of ClientSocket*.
Replace the SSL protocol version mask parameter to the
constructor and factory method by a SSLConfig parameter.

General design:
- class HttpAuth -- utility class for http-auth logic.
- class HttpAuth::ChallengeTokenizer -- parsing of www-Authenticate headers.
- class HttpAuthHandler -- base class for authentication schemes (inspired by nsIHttpAuthenticator)
- class HttpAuthHandlerBasic : HttpAuthHandler -- logic for basic auth.
- class HttpAuthHandlerDigest : HttpAuthHandler -- logic for digest auth.
- The auth integration in HttpNetworkTransaction mimics that of HttpTransactionWinHttp:
+ HttpNetworkTransaction::ApplyAuth() -- set the authorization headers.
+ HttpNetworkTransaction::PopulateAuthChallenge() -- process the challenges.

Most of this CL deals with a derived implementation of histograms that just
queries the size stats already generated by the disk cache. The exact number
of buckets, and their distribution, is controlled directly by the new class and
the disk cache stats code.

The command line option "sdch-enable" enables support of sdch
and automtic lazy download of dictionaries. Optionally it
can select a singular domain to work from.
By default, all domains are enabled when the flag is used.
"-sdch-enable=".google.com" Enables it only for Google.
When the switch is not set on the command line, all this
code is completely disabled.
Still TBD:
a) Finish implementation of security details (much of it is in place)
b) Add tests for security details.

This CL introduces a Type enum to MessageLoop, and I also created subclasses of MessageLoop corresponding to the non-default types: MessageLoopForIO and MessageLoopForUI.
I moved all of the platform-specific MessageLoop APIs onto either MessageLoopForIO or MessageLoopForUI. MessageLoopForIO gets the Watcher API, and MessageLoopForUI gets the Observer and Dispatcher APIs. Under the hood, both are implemented in terms of MessagePumpWin, but that will change in a future CL.
The Thread class is changed to allow the consumer to specify the Type of MessageLoop they want to have setup on the created thread.
I re-organized message_loop_unittest.cc and timer_unittest.cc so that I could exercise all (or most) of the tests against each type of MessageLoop.
Note: I know that "explicit MessageLoop(Type type = TYPE_DEFAULT);" is in violation to the style-guide's restriction against default arguments. I'm working on finding a decent solution to that problem. Please ignore this issue for now.
The corresponding chrome/ changes are coming in a separate CL due to Reitveld data size limitations.

I'm making this change because proxy resolution is really not specific to the HTTP protocol. We need to use the proxy service in our FTP implementation, for example. I made a separate directory instead of just putting these in base, because I anticipate more files once we have our own PAC implementation.

HttpConnectionManager to ClientSocketPool.
The max number of sockets per group is now a constructor argument to ClientSocketPool.
I also changed the API on the pool to take ClientSocketHandle pointers. The former SocketHandle typedef is now a private ClientSocketPtr typedef for use within the implementation of ClientSocketPool.
