Introduce HttpNetworkSession::Params. This should make it easy to add new optionally NULL parameters. I also took this opportunity to eliminate some copy/pastes of TestURLRequestContext and make them use the original. I was also able to remove the need for ClientSocketFactory::GetDefaultFactory() calls and new SpdySessionPool() calls in most places.

This CL introduces preference settings for incognito windows. The semantics are the following:
- An extension can set regular preferences as before. These affect regular and incognito windows.
- An extension can set regular preferences *and* incognito preferences. In this case, the incognito preferences affect only incognito windows.
- If extension A sets reg+incognito, extension B sets reg but no incognito, extension B has higher precedence than A --> B's preferences hold for all regular and incognito windows.
- Incognito preferences are never persisted to disk.
In order to realize this, the ExtensionPrefs class allows setting regular and incognito extension controlled preferences. It allows creating an incognito version of the PrefService with an independent PrefValueStore. This (incognito) PrefValueStore and the original PrefValueStore share several of their PrefStores (i.e. DefaultPrefStore, CommandLinePrefStore, Configuration PrefStores) but differ in two pref stores:
- We maintain two separate ExtensionPrefStores containing the effective preferences for regular and incognito windows.
- We maintain two separate user pref stores. The regular JsonPrefStore is expanded by an OverlayPersistentPrefStore that maintains all write-operations in an in-memory overlay. Therefore, incognito changes are not visible in the file-backed JsonPrefStore.
The two ExtensionPrefStores retrieve their effective values from a shared ExtensionPrefValueMap.
The OffTheRecordProfileImpl provides a request_context_ that uses the new PrefService already.

In addition to the normal method reordering, this patch also deinlines
net/base/test_completion_callback.h and places the compiled code in the
net_test_support target. Minimization of that header also required adding
includes in a few unit tests.

Change the Regkey helper to consistently use and return LONG

Originally I was going to create a single "system" URLRequestContext. I realized that was wrong, I need one for proxy script fetching that uses a direct ProxyService. This way, we don't have the circular dependencies for URLRequestContext(A)=>ProxyService=>ProxyScriptFetcherImpl=>URLRequestContext(A). Instead, we have URLRequestContext(A)=>ProxyService=>ProxyScriptFetcherImpl=>URLRequestContext(special one for proxy).
This also exposes some setters in URLRequestContext that were in ChromeURLRequestContext. I guess this makes URLRequestContext a bit more "dangerous" since it could be mutated during runtime, but really we should probably pass around a const URLRequestContext within the network stack. I've filed http://crbug.com/67597 to track this.

this change gets rid of the histograms which are now unused

The ChromeNetLog is now owned by the browser process,
and passed to the IOThread on creation.
NetLog entries can be added from any thread.
Observers must be able to handle having log entries added
from any thread. Observers can add/remove themselves on any
thread.

The problem is that ProxyScriptFetcherImpl::OnFetchComplete() will delete the URLRequest, which may hold the last reference to the URLRequestContext, which will destroy the ProxyScriptFetcherImpl, which still thinks the URLRequest is alive, although we are in its destructor. Furthermore, even if we dodge that bullet, ProxyScriptFetcherImpl::OnFetchComplete() will invoke the user callback after deleting the URLRequest. This callback is to the InitProxyResolver object, which got deleted in ~URLRequestContext.
So, we work around both of these problems by extending the lifetime of the URLRequestContext by acquiring a reference, which we release after deleting the URLRequest and invoking the user callback.
The real solution is to stop refcounting URLRequestContext and do explicit destruction ordering. That's beyond the scope of this changelist.

It needs to synchronize its checks, since in order to assert correctly, it needs to make sure the thread id is synchronized on all threads.
It doesn't need scoped_ptr. It was trying to use NULL to catch invalid thread ids. 0 is already assumed to be invalid (see base::Thread's use).
Eliminating scoped_ptr fixes a valgrind/heapcheck issue where they don't follow LazyInstance objects' member pointers. So they think the ThreadChecker's member variable is leaked, even though the global object still has a pointer to it.
Removing the scoped_ptr.h caused a bunch of other lame files to fail to compile. I had to fix those places. #include what you use please :(

DnsCertProvenanceChecker is introduced to abstract away the action of
uploading reports. It's implemented by ChromeDnsCertProvenanceChecker
which lives in a scoped_ptr off of a URLRequestContext.
It's only active on the main context (i.e. not in incognito mode). This
might change in the future, but it's a nice, conservative choice for the
moment.
The DnsCertProvenanceChecker is plumbed all the way to SSLClientSocket
(via HttpCache) where it replaces the DnsRRResolver. Above
SSLClientSocket, it's plumbed in addition to the DnsRRResolver because
the later will end up going into SSLHostInfo in the future.
At the moment, ChromeDnsCertProvenanceCheckerContext is just a skeleton
to avoid putting too much real code in a plumbing job.
