There are two parts to this change:
(1) rebuild the request cookies before each transaction restart for
authentication
(2) notify the URLRequestHttpJob of header completion before *each*
transaction restart for authentication
By "each transaction" I mean the automatic restarts that don't require
user input, such as:
- replying to the first step of NTLM
- selecting identity embedded in URL
- selecting identity in auth-cache
Needing to notify URLRequestHttpJob for these intermediate restarts is
a consequence of cookie store management being done outside of
HttpNetworkTransaction.
After updating the cookie store, URLRequestHttpJob now tests
|HttpTransaction::IsReadyToRestartForAuth()| to check whether the
notification was informational or an identity is actually needed.

This allows to tag a request on the renderer side with its security info. It is useful for the "frame info" dialog.
When showing that dialog for blocked frames, the security info can be retrieved and users can see the cert details for the blocked frame.
TEST=Open a page containing a frame served over bad HTTPS. The frame is blocked (replaced with a warning message). Right-click, select "Frame info". The dialog should have a "show cert" button which when pressed should show the frame's bad cert.

Once the constraint is reached, subsequent requests will fail with net::ERR_INSUFFICIENT_RESOURCES.
The bound is defined as "25 MB", which represents the amount of private bytes we expect the pending requests to consume in the browser. This number translates into around 6000 typical requests.
Note that the upload data of a request is not currently considered part of the request's in-memory cost -- more data is needed on the average/maximum upload sizes of users before deciding what a compatible limit is.

This CL introduces a Type enum to MessageLoop, and I also created subclasses of MessageLoop corresponding to the non-default types: MessageLoopForIO and MessageLoopForUI.
I moved all of the platform-specific MessageLoop APIs onto either MessageLoopForIO or MessageLoopForUI. MessageLoopForIO gets the Watcher API, and MessageLoopForUI gets the Observer and Dispatcher APIs. Under the hood, both are implemented in terms of MessagePumpWin, but that will change in a future CL.
The Thread class is changed to allow the consumer to specify the Type of MessageLoop they want to have setup on the created thread.
I re-organized message_loop_unittest.cc and timer_unittest.cc so that I could exercise all (or most) of the tests against each type of MessageLoop.
Note: I know that "explicit MessageLoop(Type type = TYPE_DEFAULT);" is in violation to the style-guide's restriction against default arguments. I'm working on finding a decent solution to that problem. Please ignore this issue for now.
The corresponding chrome/ changes are coming in a separate CL due to Reitveld data size limitations.
