test for this compares this file to a bzip2'ed copy of the
file. The bzip2'ed copy is based on there being a CR so force
this to be the case on linux as well.

The event object for the completion of overlapped I/O is
also set when WSARecv or WSASend returns 0, so we need to
reset the event object in that case. Add temporary
debugging code to assert that the event object is in the
expected state before and after WSARecv and WSASend calls.

(1) stricter parsing of chunk-size (don't allow leading/trailing whitespace, redundant "+" sign, leading "0x")
(2) check for negative chunk sizes, and fail early rather than hitting weird stuff
(3) don't mutate the const char* returned by std::string::data()
(4) fail if CRLF terminator is missing on chunk-data.
(why the spec has this in first place seems unecessary, since the chunk-size already tells the story...)
(5) don't allow empty CRLFs

output target of .exe files on Windows. Change all the callers to
only pass in the basename of the target (e.g., 'base_unittests').
The only exception is chrome.exe which uses chrome_exe.pdb.
This lets us remove a "if env['PLATFORM'] == 'win32'" condition from
base/SConscript and these other files going forward.

I'm making this change because proxy resolution is really not specific to the HTTP protocol. We need to use the proxy service in our FTP implementation, for example. I made a separate directory instead of just putting these in base, because I anticipate more files once we have our own PAC implementation.

Using SHFileOperation to delete old cache files has the disadvantage that once in a while
somebody decides to perform COM operations assuming STA, and that doesn't work with the
worker pool.

HttpConnectionManager to ClientSocketPool.
The max number of sockets per group is now a constructor argument to ClientSocketPool.
I also changed the API on the pool to take ClientSocketHandle pointers. The former SocketHandle typedef is now a private ClientSocketPtr typedef for use within the implementation of ClientSocketPool.

1. Call WSAEventSelect before connect to fix a race
condition.
2. Call WSAResetEvent before WSARecv and WSASend because
the event is manual-reset and WSAGetOverlappedResult
doesn't reset the event for us.
