Histograms show a non-zero number of users with very old databases at
startup. These old databases likely result from some sort of
corruption or filesystem problem, and are unlikely to spontaneously
progress forward. Since the number of databases involved is very low
(<.03% of users), just delete them in hopes that that allows forward
progress.
Arbitrarily set a 2-year deprecation deadline for this database. This
is a few weeks early, as version 5 landed on 2011-10-12.

Track database versions across the fleet for purposes of making
decisions about whether old migration code can be removed.
As part of this, refactor histogram code to key off a
per-database tag rather than histogram name, and to log in a
form which can be fanned out via the field trial logic in
histograms.xml

http://crbug.com/111376 happened because a crash between creation and
population of the meta table could leave a meta table returning 0 for
the version numbers, even though no client ever stored 0 for the
versions. This makes creation and population atomic.
Additionally, version numbers are restricted to positive values, to
prevent this case from being masked in the future.

Pulls out the core of gbillock's http://codereview.chromium.org/8283002/
- Move NOTREACHED and similar checks into the sql:: implementation code.
- Add malformed SQL checks to Connection::Execute.
- Add SQL-checking convenience methods to Connection.
The general idea is that the sql:: framework assumes valid statements,
rather than having client code contain scattered ad-hoc (and thus
inconsistent) checks.
This version puts back Statement operator overloading and loosy-goosy
Execute() calls to allow other code to be updated in small batches.
