Probably this could be better implemented using push notification model, but in this patch I made this very straightforwardly (with possibly minimal change). **NOTE: This design may not be really safe as quota accounting is done in renderer**
* Added QuotaFileIO class (in quota_file_io.{cc,h}) which performs pre- and post- write quota related operations.
* For Write/SetLength the QuotaFileIO instance first performs QueryFileInfo and QueryAvailableSpace to get the file size and current available space. If the results look good it dispatches actual Write/SetLength operations. After the operation has succeeded it then notifies the browser that it has made a storage modify operation.
* For WillWrite/WillSetLength this change assumes they are always followed by actual write/setlength operations and the operations will succeed.

AsyncOpenFileCallback: fix the issue that file handle is leaked if the file handle arrives after the requester has died.
This change also fixes test_file_system.

- Instead of requiring the client to wait for NotifyDestroyDone
we do the asynchronous OMX teardown dance on the client's
behalf.
- Prettify/simplify error handling in OVDA for easier matching of
errors to OMX_Core.h and to remove redundant information.
- Enable previously-DISABLED_ early-teardown unittests!
- Remove passing VideoDecoder_Dev object in PPP_VideoDecoder_Dev
calls, because it was unnecssary, and because the
~VideoDecoder_Dev dtor is now not a no-op so we don't want to
call it spuriously.
- Remove accidentally re-added
gpu_video_service_host.cc (originally removed in 92251,
accidentally reintroduced by a bad rebase in 92383).

This is done by inserting tokens into the command-buffer stream
when synchronization is needed, and adding a
last-read/last-written token pair to each IPC message. This
allowed me to remove the bogus FinishGL() calls from the gles2
sample pepper plugin.
As part of this CL, the return value for VideoDecodeAccelerator::{Decode,Flush,Abort} changed from bool to void. These are all async methods so errors ought to be signaled using callbacks.

Note several tests get different results than the non-command buffer path.
I'm not sure if that's bugs in this impl, bugs in the command buffer
or bugs else where but that's kind of the point. This CL is supposed
to help find those bugs.
Is there something I should do to mark them to be fixed before
checking this in? Should I leave webkit_support.cc out of this
CL?

Focus the text input field and type something with IME on.
Verify that the candidate window is shown somewhere on the screen
and commited text is entered in the text field.
This patch is the first step toward off-the-spot IME on Pepper plugins
hosted on RenderWidgetHostViewGtk. This patch:
- Makes it possible to turn on/off IME when a plugin is focused.
- Makes it possible for the plugin to receive committed results from IME.
What are NOT IN this patch (and what I hope to improve in forthcoming
separate patches) are:
- Proper placement of the candidate window.
- Showing preedit texts.

This pipes through a new preferences object that the font system can use.
It now picks up these faces as well as the default font size.

Previously, the PluginModule still had a reference to the PpapiBrokerImpl, so the broker channel was not destroyed until the module was. Now, it is destroyed when the instance is or a plugin releases all references to PPB_BrokerTrusted.
This change also makes the PpapiBrokerImpl's reference to PPB_Broker_Impl a WeakPtr so that the PPB_Broker_Impl can be destroyed even if the PpapiBrokerImpl is not. This prevents a scenario where neither would be destroyed if the broker channel was never established and pending_connects_ was never cleared.

TEST=Add the following to the PPB_BrokerTrusted::Connect callback: pp::Module::Get()->core()->ReleaseResource(broker_resource);. The broker process should exit in 30 seconds while the plugin process keeps running.

It is exactly the same experience as user right-click and
select "SaveAs..." from pop-up menu. No disk access allowed for plugin.
DIscussed it with Chris Evans and he is ok with this solution from the security stand point.
Also added PDF resources for new UI.

out-of-process PPAPI plugins. This mostly just forwards notifications up and
provides a way to get the sad plugin image in the PPAPI rendering code.
I moved the NPAPI sad tab painting to a new file so that it could be shared
between the NPAPI and PPAPI.
This also hooks up the name and version information in the task manager for
PPAPI plugins.

glue to make it callable from both the implementation and the proxy. The payoff
here is only marginal since the code is fairly simple, but I decided this is
still better than duplication.
