* Add missing resources (generated .rc files) to the Windows
'test_shell' sources, with appropriate dependences on
the net_resources and webkit_{resources,strings} targets.
* Add <(SHARED_INTERMEDIATE_DIR)/webkit to the 'webcore'
include_dirs, and in direct_dependent_settings, so webcore
and its targets can find the generated webkit/HTMLNames.h.
* Only remove build/precompiled_webkit.{cc,h} on non-Windows platforms.
* Add the glue/devtools/*.js files to the 'inspector_resources' target
so they get copied into resources\inspector.

NavigateBackForwardSoon method WebViewDelegate. This moves
all of the hacky details of how we intercept "history.{back,
forward,go}" into the webkit layer. My eventual plan is to
teach WebCore how to make this not hacky.

Specifically:
1) In webkit.gyp and test_shell.gyp, convert the rules to actions because of different grd outputs (localized grd files have locale in the .pak filename).
2) In chrome, make two targets each with a custom rule. One target is for localized resources, the other for non-localized resources. This is like the current windows build.

On translate.google.com, it fails to show balloon, because of JavaScript
exception in following code:
p=a.getClientRects(); ... p[0].top // p[0] is undefined!
Current v8 binding misses indexed access method in ClientRectList.
CSSOM View Module draft says
http://dev.w3.org/csswg/cssom-view/#clientrectlist
In ECMAScript implimentations, objects that implement the ClientRectList
interface must also have a [[GET]] method that, when invoked with a number,
acts like the item() method would when invoked with that argument.

The cocoa menu delegate, previously local to test_shell
on Mac, now has the added responsibility of running the
popup menu and processing the menu's actions. It is moved
into its own files in order to use this class as-is in
Chrome.

I also broke glue/webplugininfo.h out of glue/webplugin.h as part of this
change. Eventually, glue/webplugin.h will go away and be moved into the WebKit
API, but the structures left in glue/webplugininfo.h need to remain since they
are used extensively throughout Chrome.

Currently we perform several X operations on the IO thread including
geometry and clipboard work. This is causing races inside Xlib and
crashing the browser.
These are the result of synchronous calls from the renderer, so we
cannot route these requests to the UI thread without risking deadlock.
Thus we introduce the UI2 thread. This thread has a second connection
to the X server and can perform X operations safely the without UI
thread.
Work remains to be done:
Since we still have the hack where we pass GtkWidget pointers into the
renderer and back, we still have to access these structures from the
IO and UI2 threads. This still needs to be fixed, but this is not the
patch for it.
Also, not all the X calls from the IO thread have been moved over in
this patch; just a few small ones.

In http://trac.webkit.org/changeset/42579
ScriptController::createInlineEventListener was changed to take
4 params instead of 3, so I updated the V8 ScriptController
to do the same. We don't seem to need the extra arg because both
v8_proxy::createSVGEventHandler and
v8_proxy::createInlineEventListener are identical.
