Fix source of flakiness in DeviceLocalAccountTests
Some DeviceLocalAccount tests install policy locally but do not upload it
to the server. This causes the server to serve empty policy blobs. If an
empty policy blob arrives while a test is in progress, it will override
the previously installed policy and make the test fail.
