Android: don't delay unbinding of the renderers on low memory devices.
Delayed unbinding of high priority connections to renderer services was
introduced in http://crrev.com/213512 to address issues related to the
renderers being temporarily unbound during short-lived animations.
On low memory devices we don't display such animations and thus we don't need
the delay. This patch disables the delay for low memory devices.
