content shell: Implement GetNativeImageNamed()
This is needed because dragImage in web_drag_source_mac.mm uses this method to load a default drag image, and the drag code assumes that the drag image is always valid. Before this CL, the default implementation of GetNativeImageNamed() would return a null image for the drag image, leading to a crash. BUG=111316 TEST=Open content shell, drag a link. Shows a favicon next to the cursor instead of crashing (at least on mac). Some drag-related webkit layout tests stop crashing.
