Trace OnRasterTaskCompleted DISABLED_BY_DEFAULT.
OnRasterTaskCompleted occurs so frequently and so quickly that the
TRACE_EVENT overhead seriously degraded the accuracy of systrace on
Chrome for Android. It was removed with r216499.
However, the information about task cancellation and upload may still
be useful. This patch reinstates the TRACE_EVENT, on the
disabled-by-default-cc category.
