Reason for revert:
The revert did not help, the tests

virtual/threaded/fast/scroll-behavior/overflow-scroll-root-frame-animates.html
virtual/threaded/fast/scroll-behavior/overflow-scroll-animates.html

are now slower and hitting test timeout limits.
