Immersive mode: Keep top views visible when they have focus, fix stacking
Keeps the top views visible during an immersive mode reveal when a child
of RevealView has focus, even if the mouse moves down into the page. This
allows the user to type into the omnibox, open the tools menu, etc.
Also fix layer stacking so the reveal view is still visible after the
user switches tabs.
