Move idle-related functions to ui/base/idle/.
Move CalculateIdleState(), CalculateIdleTime(), and
CheckIdleStateIsLocked() from chrome/browser/ to
ui/base/idle/. This will allow the chrome.idle API to be
moved to extensions/.
