Add 'components.gyp:metrics' as a DEP for the 'variations_http_provider' target.
The variations_http_provider has a dependency on metrics, which contains auto-gen headers. This dep isn't reflected
in the target's dependencies and so can confuse GYP (which tries to be clever about these deps).
Adding an explicit 'export_dependent_settings' for this target fixes the problem.
This fixes a bug where the 'suggestions' target fails to build because 'components/metrics/proto/chrome_user_metrics_extension.pb.h' is missing.
