Componentize TemplateURL
Move chrome/browser/search_engines/template_url.{cc,h} to components/search_engines with tools/git/move_source_file.py Remove template_url.* from chrome_browser.gypi. Add templatee_url.* and dependencies to search_engines.gypi. Add lines to components/search_engines/DEPS.
