Move some constant values from autofill_resources.grd to the .cc file.
Currently these strings are compiled into chrome.dll (chrome.pak on Linux/Mac)
and loaded using l10n_util methods. This is problematic because:
- loading from the dll uses ATL code that I would like to remove
- we would like to change the encoding format of the locale pak files and
this is complicating things.

TEST=Covered by unittests.
