[Media Router] Add UMA metrics for when route is resolved unsuccessfully.
This change adds the following metrics:
- Count of times a route request is resolved with null route or a route corresponding to an invalid sink id.
The sink id is considered invalid if it is non-existent in the sink list or corresponds to a sink that is not |currentLaunchingSinkId_|.
While related, this is is different from MediaRouter.Ui.Action.StartLocalSessionSuccessful. StartLocalSessionSuccessful keeps track of whether or not a local route creation request was successful. The new metric breaks down the reasons for unsuccessful route creation responses.
