Re-enable vsync in content_shell
This CL makes content_shell no longer disable vsync when
running layout tests (that is, when running with
--dump-render-tree).
This dramatically reduces the flakiness of the threaded
animation and transition virtual tests suites
(virtual/threaded/animations and virtual/thread/transitions),
and makes us test what we actually ship (we don't ship with
vsync disabled).
