Request and Show At Least 10 Location Cards with Explanations
To introduce users to the location aware cards, Chrome Now will request
the server to add a special button to explain the source of the location
until about 10 location cards have been shown to the user.
Why about 10? The requests are performed in batches. The first batch
that gets us above 10 will be the last batch with this explanation.
After that, cards will be presented normally.
BUG=305401
TEST=Fire up a fresh profile and get location cards. The cards
should contain a "Learn More" button. Once you've seen
at least 10, the link should start going away (not exactly
10 due to batching).
