Adding success/failure callback to addICECandidate API in chrome glue layer. W3C spec has callbacks for this method. This change will make chrome conforming to the spec.
Blink already supports both variants of addICECandidate.
libjingle currently does not propagates the actual error string, hence a
generic string is used for now.
