Fix html_viewer on Windows.
The problem is that html_viewer is trying to find ICU and PAK files in the subdirectory and they're not there. Linux works because the code in base/ looks relative to the executable, while for Windows it's relative to the module. Per discussion with Scott, for now keep html_viewer in the output directory instead of a subdirectory until the shell passes handles to the resources.
