Add an option to disable asserts on the Dalvik VM.
When running instrumentation or uiautomator tests, test_runner sets the
dalvik.vm.enableassertions system property to true. This change allows
this default behavior to be overridden from the command line.
In a test configuration that fails with Dalvik VM asserts enabled, the tests
run successfully with the asserts disabled:
./build/android/test_runner.py uiautomator
--test-jar=chrome_shell_uiautomator_tests --package=chrome_shell
--disable_dalvik_asserts
