chromeos: Re-init IPC code when window manager starts.
Chrome's code to look up the WM's window and notify it about which version of the IPC protocol Chrome supports stopped firing at the correct time, probably due to the login manager change. Additionally, this code wasn't getting re-run if the window manager crashed and was restarted. This change makes us watch for MANAGER ClientMessage events on the root window so that we can reinitialize as needed.
