[SPv2] Update paint properties when walking into subframes
Before this patch, we would not notice that paint properties change
when walking into subframes. If a subframe introduced a transform,
children in the subframe would still use paint properties from the outer
frame.
This patch updates FramePainter to notice paint property changes caused
by frame properties. This lets us passfast/block/basic/013.html.
