GYP: Export hard dependency of kasko_features to kasko
Several targets depend on the "kasko" target in order to include
kasko_features.h. However, the kasko target doesn't export the hard
dependency from the kasko_features target, so those dependees might
end up being built before kasko_features.h is generated. This CL
eliminates the potential for flaky build failures by exporting the hard
dependency.
