Attach ImeAdapter as soon as native side is ready
There are code paths that can directly call ImeAdapter.sendKeyEvent
which rely on having ImeAdapter attached as soon possible instead of
lazily from ContentViewCore.dispatchKeyEvent.

Android only change. Ran through android trybots.
