Revert of Fix crash related to focusable docked windows. (patchset #2 id:20001 of https://codereview.chromium.org/1155053002/)

Reason for revert:
Broke ExtensionCrxInstallerTest.InstallToSharedLocation

It broke ExtensionCrxInstallerTest.InstallToSharedLocation on browser_tests on Linux ChromiumOS Tests (dbg)(1). Failure reproduced twice in a row.
