Use runtest wrapper when running under valgrind on bots.
Previously, we would invoke //tools/valgrind/chrome_tests.sh
directly when running a test step under valgrind in a recipe
on the Linux valgrind bots. Doing so would not set up
Xvfb properly, causing errors.
Now we will call into the runtest script in [build] instead,
which will hopefully set up things correctly.
