[Ozone] Add support for properly configuring modes & destroying displays
Now NDD will tell SFO when a display has been configured or disconnected. This allows SFO to keep track of active displays & properly configure them. On disconnection the hardware displays are cleaned up. Currently not supported are: 1) proper mode change on the internal display & 2) mirror mode. Cause for missing support: - panel fitting is disabled in software rendering mode. - in addition, mirror mode would also need to have the display controllers share a surface (missing functionality).
