[Android] Eliminate fling-related JNI access issue
With the release of M35, an apparent render-process specific issue of accessing
ViewConfiguration-related constants via JNI has been discovered. The simplest
fix for now is avoiding the ViewConfiguration calls altogether. Instead, simply
use the fling scroll friction constant from the Android platform that has not
changed in 4+ years.
