Remove installer::GetChromeUserDataPath helper.
Use PathService to get the correct value of DIR_USER_DATA.
(may be overridden by a policy, env var, or commandline)
Nix GetChromeUserDataPath, it just used the default dir.
This followup fix is related to r260242 and r264030.
Re-enable ProductTest.ProductInstallBasic, which passes.
(Issue 100567 was duped to Issue 314800, which was fixed)
Miscellaneous related cleanup.
