Accept master connection even if code confirmation stage is skipped.
Let's assume that the first bootstrapping attempt has failed (e.g slave
enrollment has failed).
It is possible that during the second attempt bluetooth pairing will not
require a confirmation of a code, which'll bring us directly to
STAGE_SETUP_BASIC_CONFIGURATION.
I saw this error in live, with Chromebook used as a master.
