Enforce AccountConsistencyService state on startup
AccountConsistencyService now enforces that its state reflects the
state of the WKWebView cookies on startup. This is necessary to
gracefully recover from crashes while AccountConsistencyService was
running.
In most cases, enforcing the state will be a no-op.
