[ios] Removed DCHECK which prevents WKProcessPool manual creation.

That DCHECK was originally added to:
1.) Prevent issues with WKWebView cookie clearing on iOS8 (not supported
    by WKWebView anymore).
2.) Ensure correct Modal Data Partitioning (postponed work).
