For ppb_graphics3d, return an invalid resource if the gpu has
been blacklisted. Previously this was done only in the NaCl
SRPC proxy, but that proxy will soon be replaced. With this change,
all ppapi clients will have graphics 3D disabled if gpu is blacklisted.
This change should not affect non-ppapi clients of the gpu such as WebGL.

TEST=ppapi/tests/test_graphics3d, CWS apps, WebGL demos
Also tested by forcing IsGpuBlacklisted() return PP_TRUE, and
verifying 3D CWS apps report no gpu available (via IPC proxy),
and that WebGL demos continue to run with gpu acceleration.
