Change chrome://mobilesetup to open the networks portal page instead of starting activation flow for activated networks.
Change 'view account' button to use the new ui instead of opening the mobile extension directly. For lte devices, detect when the portal cannot be reached due to no connectivity and display message prompting user to connect to Wi-Fi in that case.
