Add media::VideoEncodeAccelerator with WebRTC integration
* Adds media::VideoEncodeAccelerator class. * Add GpuVideoEncodeAccelerator{,Host} classes and appropriate IPC. * Integrates into WebRTC stack with RTCVideoEncoderFactory/RTCVideoEncoder. * Rename media::GpuVideoDecodeFactories -> media::GpuVideoAcceleratorFactories and generalize for use by the encode accelerator implementations as well.
