Split ui/ozone/common into a new static library

This library contains non-public code needed for more than one platform.
Let's link it statically with those platforms and remove the OZONE_BASE
exports so that nothing in it becomes exported.

This means nobody can use it without a direct dependency, and "gn check"
is able to statically check this. Previously we were forced to expose it
as part of the public interface of ozone_base from GN's perspective,
along with headers that are actually public.
