mojo: Remove the mojo:filesystem sqlite binding code.
As the performance isn't great, and since we need to make changes to how mojo:filesystem works to integrate with chrome in general, drop the two previous users of mojo:filesystem: the mojo:network_service cookie store and the underlying sqlite bridge code.
