[Sync] Use ModelTypeProcessor instead of ModelTypeProcessorImpl.
This CL doesn't touch ModelTypeProcessorImpl in DataTypeController because ModelTypeProcessor doesn't have the functionality for it. Those uses will be removed in a separate refactor.
