ui: Introduce a SequentialIDGenerator for generating IDs for touch events.
We need to generate sequential ID numbers from arbitrary numbers in
a few places (primarily to convert from OS provided touch-id to
touch-ids the GR can process). Refactor that code into a common place.
Use this ID generator to make sure the touch-ids generated for win-aura
are correct. (the current code that generates touch-id can produce the
same id for multiple simultaneous touch-points).
