Revert of Roll src/third_party/libvpx/source/libvpx/ 89cc68252..3b5cb2dbe (60 commits). (patchset #1 id:1 of https://codereview.chromium.org/1755163002/ )
Reason for revert: Looks responsible for vp9 test failure: https://build.chromium.org/p/chromium.linux/builders/Linux%20Tests%20%28dbg%29%281%29%2832%29/builds/26346 It was the only relevant CL in that build.
