Revert of Settings People Revamp: Easy Unlock: Add unit test for C++ handler. (patchset #4 id:60001 of https://codereview.chromium.org/1776703002/ )
Reason for revert:
The test EasyUnlockSettingsHandlerTest.OnlyCreatedWhenEasyUnlockAllowed is failing on Linux ChromiumOS Tests (dbg)(1)
