Factor out profiling code for cygprofile.
This is an initial refactoring step in preparation for using WPR and other techniques to improve the startup profiling process on Android. This is a partial upstreaming of downstream chrome on android order profiling code. BUG=474584 Review URL: https://codereview.chromium.org/1077503003 Cr-Commit-Position: refs/heads/master@{#324609}
