Turn on compositing fixed-position elements by default, for high-DPI mode only.
High-DPI devices can benefit from a substantial performance boost by
compositing fixed-position layers. This avoids very costly repaints (even worse
on high DPI) when scrolling underneath fixed-position content. Low-DPI devices
will not yet enable this feature because it increases the occurrence of text
antialiasing issues that may not have a good solution for a while.
