Do batching handling of favicon change notifications.
This becomes more important in light of http://trac.webkit.org/changeset/146284.
Manually tested this change using the steps mentioned in bug 165698 as well as
many other files from the same share. I did find a different result on two of the tests
but that was likely due to the aforementioned WebKit change and in both cases Chrome
is now using 2nd icon instead of the first which seems in keeping with
http://www.whatwg.org/specs/web-apps/current-work/multipage/links.html#rel-icon
