This removes WideToASCII and changes all callers to use UTF16ToASCII instead.
Moves UTF16ToASCII from base/strings/string_util.h to base/strings/utf_string_conversions.h and into the base namespace.
Convert a few related string_util functions to take a StringPiece16 instead of a string16. Remove IsStringASCII(std::wstring) which was unused.
Updates callers' includes and namespace usage accordingly.

EnsureEndsWithSeparator used to check whether the file existed. This seems bad and unnecessary so I removed it.
I removed file_util::ContainsPath and used the existing file_util::IsParent instead. The functions descriptions are the same but the implementations do slightly different things, which is worrying. The only non-test use of this function to worry about is content/browser/storage_partition_impl_map.cc. As far as I see, the requirements for this seem OK, but I'm not very familiar with this.
After some discussion with akalin, I changed sync/internal_api/sync_manager_impl.cc to be a DCHECK that the path is absolute rather than make it absolute. The old code relied on the behavior of the old function that the argument would be unchanged if the file didn't exist, and this (possibly relative) path would be used later. This behavior doesn't make a lot of sense, and it looks like now that the path is always absolute, so I replaced this call with a DCHECK.

This class behaves like scoped_refptr and wraps the raw SkRefCnt subclass
so that we don't have to call ref() and unref() directly on the pointers.

SkCanvas in any way, other than provide a host of constructors (and delayed constructors
in the form of 'initialize' methods).
These late initializers are a problem, as SkCanvas is deprecating its setDevice() call,
moving to model where the backingstore/device for the canvas must be created before the
canvas is created. This is necessary to allow skia to continue to extend SkCanvas for
its backends (e.g. GPU, PDF, Picture, Pipe, etc.).
The practical change in this CL is to make PlatformCanvas just a typedef for SkCanvas,
and change the call-sites that want to call initialize() to instead create the canvas
using one of the provided Factory functions (e.g. CreatePlatformCanvas). The modifier
Platform is maintained, to document that this canvas may be backed by platform-specific
pixels (e.g. allocated by GDI or cairo).

The change moves the clear to the call sites where it is necessary.
Note: On Linux, cairo always allocates an initialized surface, so there is no way to bypass the performance penalty.

ASCIIToUTF16. I removed string_util includes from a few places where it
obviously wasn't needed.
In a separate pass, I'm going to remove ASCIITo* from string_util, then I'm
going to do an even later pass to find the unnecessary string_util.h includes
and remove them.
