[SERIAL] serial_cs: Convert Oxford 950 / Possio GCC wakeup quirk
Move the Oxford Semi OX950 / Possio GCC wakeup handling to a quirk wakeup handler. Signed-off-by: Russell King <rmk+kernel@arm.linux.org.uk>
