Use RenderPass CreateAndAppendSQS whenever possible
This CL is a follow up on 265823015. Now RenderPass has function to create and append SharedQuadState without passing around the owndership, use this function whenever possible, instead of create SQS and pass it into RenderPass. This CL also helps future CL that will expose the default constructor of SQS, and remove scoped_ptr constructor.
